Debora Norris is proud to be a third generation Arizona Educator. She is a certified teacher and school administrator. She is originally from Kayenta in Northern Arizona and grew up in the small community of Sells in Southern Arizona. She has worked with school districts and education communities on school capital finance and education programs for two decades.

Ms. Norris is a retired Arizona state legislator who served in the Arizona House of Representatives Education committee for four years, having passed education and school capital finance laws impacting learning environments for Arizona schools. She also served as the Arizona Indian Education Director and as a Deputy Associate Superintendent administering several federal and state programs during her decade at the Arizona Department of Education (ADE). She was selected to serve as a Grants Management Analyst on Governor Doug Ducey’s Economic Recovery Management Team (ERMT) in the Office of Strategic Planning and Budgeting ( OSPB).

Her current role is Policy & Compliance Project Manager at the Division of School Facilities within the Arizona Department of Administration where she is supporting effective learning through innovative learning environments throughout the state. Debora is a graduate of Stanford University and Grand Canyon University. She is certified Project Management Professional and LEAN Six Sigma Black Belt.
