Cost Reduction Items
When a project is over budget, the following items, organized by Construction Specification Institute Division number, have been determined to exceed the School Facilities Division (SFD) Minimum Adequacy Guidelines. Therefore, SFD requires that the items be eliminated from the project in order to bring it within budget. Districts may pay for the items from a funding source other than the SFD budget.
Division 01000 – General Requirements
SFD does not require or provide additional funding for the following:
1. Project identification sign used to provide public information at a construction site such as SFD name, District name, contractor or architect name.
Division 02000 – Site Work
SFD does not require or provide additional funding for the following:
1. Parking spaces that exceed the minimum guideline required spaces.
2. Wrought iron gates or fencing. SFD will fund chain link fencing and gates as required.
3. Minimum guidelines require fencing at the following locations only:
a. Kindergarten play area and entire school for grades 1 through 6 only.
b. At natural on-site site hazards.
c. Specific traffic situations that may require fencing.
d. Chain link fencing shall be used in-lieu of masonry walls at maintenance, mechanical, and electrical yards & trash enclosures..
e. Site furnishings (for example, benches, tree grates or waste containers), ball field bull pens/dugouts.
f. Engineered fill or soil stabilization is not funded other than that which is necessary under school buildings, required parking spaces and access fire lanes on campus.
Division 03000 – Concrete
SFD does not require or provide additional funding for the following:
1. Concrete slab walkways wider than four (4) feet general, six (6) feet between buildings, and eight (8) feet wide at bus drop-off. SFD does not fund plazas, courtyards or amphitheaters. Funded walkways must connect buildings to sidewalk systems in the most direct way possible.
2. Integral colored concrete, decorative concrete finishes, decorative insets such as ceramic tile or specialty insets (for example, school mascot or school symbols).
Division 04000 – Masonry
SFD does not require or provide additional funding for the following:
1. Split face, center scored or colored concrete masonry units. SFD funds smooth-face gray CMU.
2. SFD considers concrete block parapet walls that extend 30 inches above roof surfaces to be excessive and requires height reduction in order to reduce project cost.
Division 05000 – Metals
None
Division 06000 – Wood and Plastics
None
Division 07000 – Thermal and Moisture Protection
SFD does not require or provide additional funding for the following:
1. Metal standing seam roofing, concrete tile or clay tile roofing.
Division 08000 – Doors and Windows
SFD does not require or provide additional funding for the following:
1. Storefront systems.
2. Skylights, larger extended canopies systems, decorative overhangs, decorative glass or translucent wall panels.
3. Roll-up shutters or coiling doors and grilles, other than as required by a jurisdictional building code.
4. Glass block.
Division 09000 – Finishes
SFD does not require or provide additional funding for the following:
1. Metal stud furring w/ gypsum board on interior perimeter masonry walls.
2. Acoustical treatments, decorative ceiling systems, wall coverings, or pre-finished wall panels.
3. Carpet, Vinyl flooring;
4. Multi-use Space sport flooring.
Division 10000 – Specialties
SFD does not require or provide additional funding for the following:
1. Hall or gym lockers.
2. Tack-board and/or chalkboards above minimum guideline requirements.
3. Skylights and clear story windows and related structural supports and finish elements needed for installation.
4. Exterior site electronic directories and bulletin boards.
5. Signage systems, other than required by a jurisdictional authority.
6. Exterior sun control devices or awnings.
7. Toilet partitions, other than metal.
8. Electric hand dryers or other specialized washroom equipment.
9. Demountable partitions.
Division 11000 – Equipment
SFD does not require or provide additional funding for the following:
1. TV systems and TV wall brackets
2. Electrically operated stage projection screens, stage curtains, accordion partitions, building or library security systems.
3. Interior gym athletic equipment or gym divider curtains.
4. Tack board and chalkboard lengths beyond minimum requirements.
5. Special systems, not limited to the following:
a. Electrical classroom phone/clock systems.
b. Electronic scoreboard.
c. Theater/stage sound systems.
d. TV, closed circuit teaching/entertainment system.
e. Exterior night lighting on buildings or parking lots. (Building soffits and general parking lot lighting)
f. Interior bleachers.
g. Projection screens or audio-visual equipment above minimum guideline requirements.
h. Loading dock equipment
i. Theater house curtain and stage equipment.
j. Auditorium or theater seating k. Paint spray booths.
l. Therapeutic equipment, such as hydrotherapy equipment for sports areas.
m.Vehicles of any type.
Division 12000 – Furnishings
SFD does not require or provide additional funding for the following:
1. Window treatments such as shades and window blinds.
2. Cabinet sink, supply/drainage plumbing in classrooms above grades K-3 or other than art, band and science, home economics classrooms.
Division 13000 – Special Construction
SFD does not require or provide additional funding for the following:
1. Exterior or interior grandstands or bleachers.
2. Prefabricated soundproof music rooms.
Division 14000 – Conveying Systems
SFD does not require or provide additional funding for the following:
1. Elevators or wheelchair or stair lifts, except as required by building codes.
Division 15000 – Mechanical
SFD does not require or provide additional funding for the following:
1. Facility management, security and temperature control systems (digital control)
2. Centrifugal or rotary screw water chillers with two pipe layout and fan coils units. SFD will fund roof mounted unit heat pumps and gas fired heating units.
Division 16000 – Electrical
SFD does not require or provide additional funding for the following:
1. Emergency generators.
2. Entertainment sound systems.
3. Dual level lighting systems.
4. Voice Over Internet Protocol systems.
SFD and state law does not require nor fund local zoning codes.
Local building authorities have jurisdiction to enforce only approved building codes such as Building, Structural, Mechanical, Plumbing, Fire and Electrical Codes.
Examples of local zoning codes:
1. Adjacent Ways eligible items.
2. Zoning requirements from local building authorities, not limited to the following:
a. Trees or other landscaping in and around parking lots and along site perimeters.
b. Additional parking spaces above SFD requirements.
c. Site perimeter (property line) masonry walls.
d. Secondary on-site roadways for student drop offs or to future construction locations.
SFD staff will not be supportive of accepting any bid or GMP for any project, as currently designed, if that project exceeds the budget awarded by the SFOB. If that occurs, the District will be required to either:
1. Provide additional local funds for any extra cost over the awarded budget or,
2. Re-design and re-bid this project to achieve a budget within the SFOB awarded budget.
