These guidelines are to be used to determine the Lump Sum Architectural & Engineering (A&E) fees for "Basic Services" for all School Facilities Division (SFD) projects, including both New Construction and Deficiency Correction projects.

The statutes that govern the School Facilities Oversight Board are in Title 41-STATE GOVERNMENT, Chapter 56-SCHOOL CAPITAL FINANCE. These begin at A.R.S. §41-5701 through A.R.S. §41-5832.

The US Department of Education has published this document to provide states and LEAs with basic information regarding how and when Title I, Part A recovery funds will be awarded. In the coming weeks, the Department will provide more guidance regarding these funds, including how they should be used, the sub mission of waiver requests, and the reporting requirements. The following schedule has been established for school districts to submit their project paperwork/applications to their SFB Liaison based upon the dates of the upcoming Board meetings. If a school district submits the project paperwork/application by the submittal deadline, the SFB Liaison will review the submission and determine if it is complete and may be included on the agenda for the next meeting. However, if any additional information is needed, the project may need to be put on a future agenda.  If a school district misses a deadline, the project may be considered for a future meeting

A school district may request an amendment to the grant if a vendor or contractor submitted a change request to the district for a change of completion date, a change of cost of the Phase Grant, or both.

This Phase Grant is specifically intended for securing funds to complete a professional Assessment in order for a school district to determine if an actual BRG deficiency exists. 

Note: This Phase Grant does not include funding for costs associated with Design, Procurement Services, Construction Lite or Construction services; districts should apply separately for these Phase Grants if funds are needed or consult with their SFD Liaison for additional technical guidance.
